編者的話 粵港澳高校圖書館聯盟（以下簡稱聯盟）成立至今已有五年了，在各位同仁的共同努力下，聯盟不僅成為大灣區高校圖 書館之間聯繫的紐帶，而且為圖書館同仁的業務交流提供了平臺。為了給聯盟成員有一個更好的資訊交流與發佈的機 會，理事會決定從 2022 年起發佈《粵港澳高校圖書館聯盟新聞簡報》（半年刊），本期主要內容為聯盟成立以來的工 作回顧和 2022 年工作計畫兩部分，歡迎各位同仁積極撰稿。 Editor's note The Guangdong-Hong Kong-Macao University Library Alliance (hereinafter referred to as the Alliance) has been established for five years. With the joint efforts of all colleagues, the Alliance has not only become a link between university libraries in the Greater Bay Area, but also serves as an exchange platform for library colleagues. To give alliance members a better opportunity for information exchange and sharing, the "Guangdong-Hong Kong-Macao University Library Alliance Newsletter" will be published semi-annually from 2022. The main contents of this issue are the review of the Alliance’s work since its establishment and the work plan for 2022. Members are welcome to submit papers to the newsletter. 粵港澳高校圖書館聯盟發展回顧 澳大灣區發展規劃綱要》（以下簡稱《綱要》）， 明確指出，將大灣區建設為國際科技創新中心和國 粵港澳高校圖書館聯盟成立創建於 2017 年 6 月，由 際教育示範區，作為粵港澳高校聯盟首個子聯盟， 澳門大學、香港中文大學和中山大學共同發起，旨 圖書館聯盟一併被寫入《綱要》。 在匯聚粵港澳精英高校圖書館，促進三地圖書館交 今年恰逢圖書館聯盟成立五周年，回顧過往，聯盟 流協作與資源共建共用。 已成功舉辦兩屆（2017，2019）聯盟年會暨館長論 壇和三屆（2019，2020，2021）青年學者論壇，為 三地高校圖書館搭建了優質的學術交流平臺。 Development Review of the Guangdong-Hong Kong-Macau University Library Alliance Guangdong-Hong Kong-Macau University Library Alliance was established in June 2017, co-sponsored by the University of Macau, the Chinese University of Hong Kong and Sun Yat-sen University. The Alliance aims at promoting the cooperation among the major university libraries in Guangdong, Hong Kong and Macau, advocating resource building and sharing. 聯盟至今成員館有 39 家（廣東 23 家，香港 9 家， 常設在中山大學。 The alliance has 39 members (23 in Guangdong, 9 in Hong Kong and 7 in Macau). The first sub-alliance of the Guangdong-Hong Kong-Macao University Library Alliance were written into the "Outline". This year coincides with the fifth anniversary of the establishment of the Library Alliance. Looking back on the past, the Alliance has successfully held two (2017, 2019) Alliance Annual Meetings and three (2019, 2020, 2021) Young Scholars Forums. Signing of the Agreement on the establishment 2. Constitution of Alliance and Website On June 6, 2017, at the "First Guangdong-Hong KongMacao University Alliance Annual Meeting and Presidents Forum" held by the Shenzhen Research Institute of the Chinese University of Hong Kong, the rectors and Librarians of the Chinese University of Hong Kong, the University of Macau, and Sun Yat-sen University jointly signed the "Guangdong-Hong KongMacao University Alliance Annual Meeting and Presidents Forum". Hong Kong and Macau University Libraries Alliance Cooperation Agreement. The areas of agreement and cooperation include: (1) Interlibrary loan; (2) Document delivery; (3) Exchange of publications; (4) Exchange and training of library personnel; (5) Academic conferences and professional seminars; (6) Discretionary access to library facilities. The chairman of the first council of the Alliance was Poon Wahtung, the then Librarian of the University of Macau, and the vicechairmen were Cheng Huanwen, the then Librarian of Sun Yat-sen University, and Louise Jones, the then Librarian of the Chinese University of Hong Kong. The "Guangdong-Hong Kong-Macao University Libraries Alliance" has a total of six chapters and eighteen articles, including: Chapter 1, General Principles; Chapter 2, Operational Mechanisms; Chapter 3, Cooperation Areas; Chapter 4, Rights and Obligations of Alliance Members; Chapter 5, Entry and withdrawal from the Alliance; Chapter 6, Supplementary Provisions. The Alliance establishes a Council, which is the decisionmaking body of the Alliance. The number of council member library is 15 (6 in Guangdong, 5 in Hong Kong, and 4 in Macau), of which the permanent members are composed of Initiated the library of universities (Chinese University of Hong Kong, University of Macau, Sun Yatsen University). The board of directors has 1 chairman and 2 vice-chairmen, and adopts a rotating system. The Alliance has an official website at: https://library.um.edu.mo/ghmula/. Currently, the University of Macau Library assists the alliance secretariat to be responsible for the daily management and maintenance of the website. GUANGDONG HONGKONG MACAU UNIVERSITY LIBRARY ALLIANCE NEWSLETTER 2 粵港澳高校圖書館聯盟通訊 四、第二屆粵港澳高校圖書館聯盟年會暨 三、第一屆粵港澳高校圖書館聯盟年會暨 館長論壇 館長論壇 2017 年 12 月 12 至 14 日在澳門舉行首屆粵港澳高校 2019 年 5 月 24 日，第二屆粵港澳高校圖書館聯盟年 圖書館聯盟年會暨館長論壇，主題為“跨區域圖書 會暨館長論壇在廣東清遠召開。粵港澳高校圖書館 館聯盟：高效營運及未來展望”，來自葡萄牙、美 聯盟理事會全體成員，以及粵港澳三地高校圖書館 國、澳洲各地專家學者，以及粵港澳三地代表參加 專家學者共計 86 人出席了本次會議。會議上，中山 會議，共同分享及探討相關的專業課題和分享經 大學粵港澳發展研究院毛豔華教授作《綱要》解讀 驗。 的主旨報告。程煥文理事長在會上對粵港澳高校圖 書館聯盟的發展與展望作了專題發言。李露絲副理 事長和吳建中副理事長分別就香港高校圖書館和澳 門高校圖書館合作的發展和展望作了發言。 4. The Second Annual Meeting of the Guangdong-Hong Kong-Macao University Libraries Alliance and Forum On May 24, 2019, the Second Annual Meeting of the Guangdong-Hong Kong-Macao University Libraries Alliance and Forum was held in Qingyuan, Guangdong. A total of 86 members of the board of directors of the Guangdong-Hong Kong-Macao University Libraries Alliance, as well as experts and scholars of university libraries in Guangdong, Hong Kong and Macao attended the meeting. At the meeting, Professor Mao Yanhua from the Center of Hong Kong Macau and Pearl River Delta Development Studies made a keynote report on the interpretation of the "Outline". Chairman Cheng Huanwen made a special speech on the development and prospect of the Guangdong-Hong Kong-Macao University Library Alliance at the meeting. Vice Chairman Louise Jones and Vice Chairman Wu Jianzhong made speeches respectively on the development and prospect of cooperation between JULAC and MALA. 3. The first Annual Meeting of the GuangdongHong Kong-Macao University Library Alliance Forum From December 12th to 14th, 2017, Annual Meeting of the Guangdong-Hong Kong-Macao University Library Alliance and Forum was held in Macau with the theme of "Inter-regional Library Alliance: Best Practice and Future Development". Experts and scholars from Portugal, the United States and Australia, as well as representatives from Guangdong, Hong Kong and Macao attended the meeting to share and discuss relevant professional topics and share experiences. The Second Guangdong-Hong Kong-Macao University Library Alliance Youth Scholars Forum 五、第一屆粵港澳高校圖書館聯盟青年論壇 2019 年 10 月 31 日至 11 月 1 日，首屆粵港澳高校圖 書館聯盟青年學者論壇在中山大學廣州校區南校園 On November 27, 2020, the 2020 Guangdong-Hong Kong-Macao University Libraries Alliance Young Scholars Forum was successfully held at Sun Yat-sen University Scholars Library. With the theme of "Reform of Libraries", this conference discussed the challenges and reforms of university libraries in terms of service, technology, collection construction, and librarian development. More than 80 representatives of experts and scholars from member libraries in Guangdong, Hong Kong and Macao participated in the forum online and offline. 舉辦。本次分論壇的議題包括三個方面：資訊素 養、新技術和數字人文及其他議題等。來自粵港澳 三地各成員館的專家學者約 60 人參加論壇。 5. The first Guangdong-Hong Kong-Macao University Library Alliance Youth Scholars Forum From October 31st to November 1st, 2019, the first Guangdong-Hong Kong-Macao University Library Alliance Youth Scholars Forum was held on the South Campus of Sun Yat-sen University Guangzhou Campus. The topics of this sub-forum include three aspects: information literacy, new technologies and digital humanities and other topics. About 60 experts and scholars from member libraries in Guangdong, Hong Kong and Macao attended the forum. 七、第三屆粵港澳高校圖書館聯盟青年論壇 2021 年 11 月 22 至 23 日，2021 年粵港澳高校圖書館 聯盟青年學者論壇在廣州中山大學成功舉辦。本次 論壇聚焦粵港澳高校圖書館的服務創新和合作展 望，圍繞新技術、新素養、新教育、新計劃展開研 討，以線上和線下相結合的形式舉辦，來自粵港澳 三地成員館的專家學者代表逾 150 人參加了論壇。 7. The third Guangdong-Hong Kong-Macao University Library Alliance Youth Scholars Forum From November 22 to 23, 2021, the 2021 GuangdongHong Kong-Macao University Libraries Alliance Young Scholars Forum was successfully held at Sun Yat-sen University in Guangzhou. This forum focuses on the service innovation and cooperation prospects of Guangdong, Hong Kong and Macao university libraries, and conducts discussions on new technologies, new literacy, new education and new plans. It is held in the form of a combination of online and offline. More than 150 representatives of experts and scholars attended the forum. 六、第二屆粵港澳高校圖書館聯盟青年論壇 2020 年 11 月 27 日，2020 年粵港澳高校圖書館聯盟 青年學者論壇在中山大學學人文庫成功舉辦。本次 會議以“圖書館的變革”為主題，圍繞主題就高校 圖書館在服務、技術、館藏建設、館員發展等方面 的挑戰和改革展開探討。來自粵港澳三地各成員館 的專家學者代表逾 80 人線上和線下參加了論壇。 GUANGDONG HONGKONG MACAU UNIVERSITY LIBRARY ALLIANCE NEWSLETTER 4 粵港澳高校圖書館聯盟通訊 2022 年工作計劃 Work Plan 2022 一、續簽合作協定 三、新合作項目意向 《粵港澳高校圖書館聯盟合作協定》於 2017 年 6 月 鑒於香港已建立香港中文名稱規範資料庫 6 日簽署，有效期為三年，2020 年 6 月 6 日已到期。 （HKCAN），中國高等教育保障系統 （CALIS） 本年度秘書處將完成《合作協定》的續簽工作，協 聯合香港特別行政區大學圖書館長聯席會 定內容不變，續期與高校聯盟協議保持一致。 （JULAC）、澳門地區圖書館（MALA）等學術機 構已建立中文名稱規範聯合資料庫檢索系統 1. Renewal of the agreement （CNASS），計畫開展粵港澳大灣區中文名稱規範 The GHMULA Cooperation Agreement was signed on June 6, 2017, with a validity period of three years, that is, June 6, 2020. The 2020 Executive Committee Meeting has decided to renew the agreement. Propose of the meetings 1. The annual academic conference and curator's forum of the alliance is planned to be held in Macao in November 2022, which is mainly prepared by the University of Macao library. 2. The 2022 Young Scholars Forum of GHMULA is planned to be held in the second half of 2022 in Guangzhou, which is mainly prepared by SYSU Library. 3. The academic conference originally scheduled to be held in Hong Kong in May 2022 has been postponed due to the epidemic. 4.
