Scientific Background To actively promote the implementation of the “One Belt, One Road” initiative, and strengthen the technical communication and cooperation in tropical ocean and climate change with the countries along maritime Silk Road. A joint workshop on “Tropical ocean and climate change workshop” has been organized by National Natural Science Foundation of China (NSFC) and The South China Sea Institute of Oceanology, Chinese Academy of Sciences (CAS), together with the related laboratories of The First Institute of Oceanography, State Oceanic Administration (SOA), Second Institute of Oceanography, SOA, Institute of Atmospheric Physics, CAS, Institute of Oceanology, CAS, The Institute of Tibetan Plateau Research, CAS, The National Marine Environmental Forecasting Center of State Oceanic Administration, Chinese Academy of Meteorological Sciences, Guangdong Meteorological Service, Ocean University of China, Fudan University, Nanjing University ,Xiamen University, Sun Yat-sen University, Lanzhou University, Nanjing University of Information Science & Technology, PLA University of Science and Technology, East China Normal University, and Hohai University. The workshop will focus on the variabilities of the tropical ocean and monsoon during ENSO events and the underlying mechanisms. The workshop is supported by the foundation of Innovative Research Groups of the NSFC (Tropical ocean circulation dynamics) and the Strategic Priority Research Program of the CAS. The workshop will be held at Shenzhen Guangdong, on 3-5, November, 2016. Related leaders of Ministries and commissions, leaders of the divisions that used marine environmental and climatic product, and national and international well-known research scientists will be invited to stimulate the optimal connection between scientific research and application. 2.
